I was talking to Bill's guitar tech after the show in Indiana last night and he said that Bill is using Lace Nitro Hemi pickups in the bridge for this tour and he is also using a Maxon AD999 delay.

If you watch the end of the Crack The Skye bonus dvd, they show pictures of Brent, Bill and Troy's boards. On Bill's, you can see an MXR Stereo Chorus, the same kind Zakk Wylde uses. I don't know if he uses it live but you can clearly make out his Tube King and Rotary Ensemble on either side of it.

He uses an Ibanes TK999US, not the TK999HT that is pictured.

He also uses a DigiTech Hardwire Valve Distortion pedal and has a Reverend guitar of some sort.

Well, it's possible that Bill got the guitar he used from Brendan O'Brian during the Crack the Skye recording process...

I mean, they borrowed a lot of vintage gear from him, so whose to say that they didn't get this guitar as well.
