Sorry, you are wrong. Here are the words right out of Tom's mouth:

"What
are the other tones in "Guerilla Radio"?

The phased sound before the
solo is an Electro-Harmonix Small Stone. The solo is two tracks. On one part
I'm using a Talk Box and triggering the notes with the toggle switch. The second
part is the Whammy pedal set one octave up, with a wah and the toggle switch
effect. -tom morello"
